Conewago Twp. man arrested for attempted child luring

A Conewago Township man was arrested and charged with an attempted child luring in Dover Township on September 17th.

Northern York County Regional Police say they were called to the 3700 block of Davidsburg Road after the incident. They met with a 15-year-old male and his mother. Police say the teenager was helping his mother perform volunteer work, when  he came in contact with Theodore Irving Skinner.

Skinner allegedly asked the teen to help him with something over at his car and then asked him to go for a ride so that could Have some fun.  Police say the teen asked Skinner what he meant and Skinner advised Dont worry about it, it will be fun."

The teen attempted to walk away and Skinner allegedly grabbed the teen's shoulder to prevent him from leaving.  The teens mother came outside and told her son to hurry up and come inside.  As his mother entered back into the building the teen started to follow, but police say Skinner grabbed the youth by the wrist and attempted to pull him towards his vehicle. 

The teen was able to break free and go inside.

Skinner, 73, of Greenbriar Road was arrested on September 23. He is charged with interference with the custody of children, luring a child into motor vehicle and harassment.
