All charges were bound over to court on Wednesday, against Robert Alfrey, the York County man accused of inappropriately touching a child as her mom stood inches away.

The only witness to testify at Wednesday's preliminary hearing said she saw Alfrey fondle the toddler as the child sat in a shopping cart, while her mom looked for movies at a Red Box machine.

Dawn Lail testified she first saw Alfrey touch the child's leg as he walked out of the Walmart in Newberry Township. She says he then returned to the store and stood by the Red box and the child's shopping cart.  She says Alfrey touched the child's leg and then her genitals.

"It took some time to process," Lail said. "Is this man really doing this right here?"

She yelled and Alfrey left the store.

Alfrey's attorney says this is about a misunderstanding by a man who grew up in a different era when touching a child's leg would have been acceptable.

The formal arraignment schedule for September 6.
