In Dauphin County, State Police are considering a deadly early morning crash "survivable," had the victim worn a seatbelt.

It happened around 4:30 a.m. on the Interstate 83 South Bridge.

A witness told troopers that the driver of the car was traveling at a high rate of speed and lost control.

The car then hit a wall and flipped over several times.

The impact ejected the driver from his car, which landed on top of him.

State Police say if he had been wearing a seatbelt, it could have had a much better outcome.

They add the victim is a 27-year old man from the West Shore area.
