An East Pennsboro Township man remains in Cumberland County prison accused of prostitution, sexually assaulting a 10-year-old neighbor girl and photographing her in various states of undress. Investigators say he allegedly groomed his victim for sex. The defendant is 63-year-old Steven Brungard of Enola. He was convicted in 1980 of statutory rape, he's lived in a Manor Avenue neighborhood where he found his victim.
According to police, he used his pets, candy and stuffed animals to encourage kids to visit him. Police obtained an arrest warrant and a search warrant. After confronting the Brungard, he admitted to video taping get togethers with the girl and paying her money for sexual relations.
District Attorney Dave Freed says Brungard groomed the little girl for what was to come.
"The grooming included having the child into the house to do some chores, paying the child for chores. And the defendant would purchase clothing the child wanted. He would give her these outfits if she would do these certain things for him. That progressed to paying her for sexual acts."
The investigation continues. Police are reviewing evidence to see if there are more victims and whether any of the videos were disseminated. He is in prison in lieu of $3 million dollars bail.
