Information provided by PennDOT:

A $1.7 million construction project to repair the bridge that carries Vine Street over the Swatara Creek between Lower Swatara Township and Londonderry Township in Dauphin County gets underway on Monday, March 4.

The project consists of bridge preservation work that includes deck repairs and a latex overlay, replacement of the bridge joints, and minor substructure repairs. Vine Street is officially designated as State Route 2003, and the bridge carries an average daily traffic of 5,725 vehicles.

The bridge also crosses over Swatara Creek Road in Londonderry Township and the M & H (Middletown and Hummelstown) Railroad tracks in Lower Swatara Township.

The Vine Street Bridge will remain open to traffic during the project. However, instead of four lanes across the bridge, traffic will be restricted to a single lane in each direction.
When it is necessary to restrict the bridge to just one lane of traffic during the course of the work, flaggers will assist motorists through the work zone utilizing an alternating traffic pattern.

This will not occur, however, during the heavy commuting hours in the morning between 6 a.m. and 9 a.m. or in the afternoon between 3 p.m. and 6 p.m.

The eight-span structure is 637 feet was built in 1972. PennDOT has contracted with Kinsley Construction, Inc. of York, Pennsylvania, to conduct the bridge rehabilitation project at a cost of $1,731,808.
The work is scheduled to wrap up by late-October of this year. This type of rehabilitation is also known as bridge preservation work which is intended to extend the service life of the bridge.
