U.S. Marshals join with local police departments, checking addresses of convicted sex offenders in York

On Monday, United States Marshal Martin J. Pane announced the results of 'Operation SAFETY NET 2013".

During the operation, the U.S. Marshals Service joined with Chief of Police Wes Kahley, District Attorney Tom Kearney and York County Sheriff Richard Keuerleber to confirm home addresses living in and around the city of York.

Two registered sex offenders, who were already wanted for violating Pennsylvania's Megan's Law, were arrested.

Twelve registered sex offenders remain under investigation for possible violations of Megan's Law.

According to the National Center for Missing and Exploited Children, there are more than 700,000 registered sex offenders living in the US, and as many as 100,000 are missing or non-compliant.

'Operation SAFETY NET" was initiated in 2010.  It was initiated as an effort to check the homes and addresses of convicted sex offenders living in 33 counties of the Middle District.

Since 2010, more than 3,500 of these checks were completed. The operation in York was a continuation of that effort.

Scott Kapp, 49, formerly from the 1100 block of East Philadelphia Street in York, was arrested during the operation.  Kapp was convicted of sexual assault in York County in 1998, and was required to register as a sex offender.  In December 2012, he failed to update his registration information. He was arrested in the first block of West King Street on Saturday.

Officials also arrested Angel Rivera, 59, formerly of the 200 block of South Queen Street in York.  Rivera was convicted of rape in New York in 1989 and was required to register as a sex offender.  In July 2012, it was reported Rivera moved from that address without updating his registration.  He was arrested on Saturday in the 900 block of West College Avenue.
