UPDATE (2): Former bus driver charged with sexual assault, rape of teen

UPDATE (2):

A former school bus driver for the Cumberland Valley school district remains in Cumberland County Prison for allegedly sexually assaulting a girl under 13 years of age, the criminal charges were numerous and bail was set at $500,000 dollars.

Upper Allen Township police began their investigation into the allegations last month. 61-year-old Stanley Richwine, was arrested late last week.

He is accused of engaging in sexual contact with a juvenile under the age of 13.  Police say the sexual contact happened between July 2012 and January 2013, while he lived in Carlisle and Upper Allen Township.  Richwine faces seven different sexual assault charges.

He served as a school bus driver and a special traffic policemen.

The Cumberland Valley School District issued a statement following the arrest:
"There is no greater priority than the health safety and welfare of our children.  To that end Cumberland Valley School District has been cooperating fully with an ongoing police investigation regarding an individual who is charged with inappropriate contact with the minor.  Upon learning of the investigation the individual was immediately placed on leave and since that time has not been present on our school grounds. Please remain confident that the district takes seriously any allegations that may hinder the safety of our students, and we have in place many policies and procedures to ensure their well-being."

Richwine was arraigned before Magisterial District Judge Richard Dougherty and committed to Cumberland County Prison in lieu of bail.  A preliminary hearing is scheduled for March 11th.

Further investigation into the arrest of Stanley Richwine has revealed that he is a former bus driver for Cumberland Valley School District, and also worked there as a traffic cop. 

Richwine was arrested on March 1 for numerous sexual assault charges after police say he sexually assaulted a girl younger than 13-years-old.

Cumberland Valley School District provided the following statement regarding the investigation:

"There is no greater priority than the health, safety, and welfare of our children. To that end, Cumberland Valley School District has been cooperating fully with an ongoing police investigation regarding an individual who is charged with inappropriate contact with a minor. Upon learning of the investigation, the individual was immediately placed on leave and since that time has not been present on our school grounds.

At the request of law enforcement and in support of the ongoing investigation, this information was not released earlier.

All district personnel - full time, part time, and supplemental employees - and bus drivers must undergo a background check and provide clearances. Required clearances include Child Abuse History Clearance, Criminal Background Check, and FBI Fingerprint Clearance. The district has on file all of the appropriate clearances for the individual.

Please remain confident that the district takes seriously any allegations that may hinder the safety of our students and we have in place many policies and procedures to ensure their well-being."

During February 2013, Upper Allen Police began an investigation into allegations that 61-year-old Stanley Richwine had sexually assaulted an acquaintance. The investigation revealed that Richwine had been engaging in sexual contact with juvenile under the age of 13 from July 2012 through January 2013 while he lived in Carlisle and Upper Allen Township.

On March 1, 2013 Upper Allen Police arrested Richwine at his home. He is being charged with Rape, Statutory Sexual Assault, Involuntary Deviate Sexual Intercourse, Sexual Assault, Indecent Assault, Corruption of Minors and Unlawful Contact with a Minor.

Richwine was arraigned by District Judge Richard Dougherty and committed to Cumberland County Prison under $500,000 bail. A preliminary hearing is scheduled for March 11, 2013 before District Judge Brenda Knepper.
